What the draft actually changes
The draft was notified as G.S.R. 864(E) and published in the Gazette on 6 October 2026. Three changes matter most for dogs and cats.
- Approvals move inside the lab. Under Rule 11(3), mild and moderate experiments on any species are approved by the institution’s own ethics committee. CCSEA does not approve them; under Rule 11(4) it only receives progress reports. CCSEA still approves severe and non-recovery experiments on animals larger than rodents and rabbits (Rule 11(2)).
- Strays are banned, with an exception. Rule 5(3) bars stray and feral animals from experiments, then allows a competent authority to exempt them. The draft does not say who that authority is.
- Some animals can come from the open market. Rule 21(2) allows farm animals, fish and birds to be bought from unregistered sellers when registered breeders don’t have them, with the lab committee’s approval.
The draft does not touch cosmetics. Testing cosmetics on animals has been banned in India since 2014, and so is importing cosmetics tested on animals after November 2014.
Questions people ask
Is this a petition?
No. It is a formal objection during the public consultation on the draft, sent to the committee collecting responses for the ministry before the rules are finalised. Identical letters can be read as one campaign, so a line in your own words is worth adding.
I live outside India. Can I send one?
Yes. Nothing in the notice limits who can write. Put your city and country where it asks for your city.
Can I send it by post?
Yes. Print the letter and send it by Speed Post to The Member Secretary, CCSEA, Delhi Milk Scheme Complex, near State Bank of India, Shadipur, Delhi 110008. Post it early so it arrives by 5 November.
The buttons didn’t open my email. What now?
Tap “Copy the letter”, open your email, write to cpcsea-mef@gov.in, paste the subject line shown above, then paste the letter and send.
My email bounced.
Check the address. It is cpcsea-mef@gov.in, starting with cpcsea. The committee was renamed CCSEA, but the email address still uses the old name.
