In reply to <a href="https://dogwithblog.in/feeding-stray-dogs-india/comment-page-1/#comment-17256">Harish sharma</a>.

Harish, we are so sorry about the two puppies. Feeding street dogs is a protected right under Article 51A(g) of the Constitution and Section 11 of the Prevention of Cruelty to Animals Act. No RWA, no neighbour, can fine her, ban it, or have the dogs removed. What's missing is proof of what happened to those two puppies, and that's the gap to close first.

Check if any camera near that spot already covers it before the footage gets overwritten, and if not, put up a basic one (₹1,500-2,000, standard for feeders dealing with this now). File a written police complaint today naming the threats, even without proof of the killings, citing BNS Section 351 (criminal intimidation, old IPC 506), and get it logged in the daily diary register with a stamped copy for you. Killing or maiming an animal is BNS Section 325, up to five years, use that once there's evidence. If she's in Delhi, a 2025 circular also makes harassing a feeder punishable on its own, worth adding to the same complaint. Getting her registered as an AWBI Colony Animal Caretaker helps too, it turns "some woman feeding dogs" into someone police and the RWA take seriously.

Since you're not there when it gets ugly, find a local animal welfare or ABC group near her; they show up as backup during disputes and carry more weight with an RWA than one resident alone (city-wise options in our helpline directory). Tell her to call 100/112 if threatened in person again, not argue it out. And put it in writing to the RWA that under Rule 20 of the ABC Rules 2023, setting up a designated feeding spot is their job, not hers, that alone changes the argument.

My mother feeds dogs in the street where dog live. There were 5 dogs before one mother dog and her 4 puppies. So whenever my mother goes to feed them the neighbours started to threaten and quarrel in foul language. So what can I do in this as I live out of India and feeling unsafe because we had lots of arguments regarding this with neighbours before as well. Out of 4 they killed 2 puppies but we don't have any proof. Can you please suggest me on this
